John Faso, New York’s Gubernatorial Candidate from the Republican and Conservative Parties and the man who picked Rockland’s own C. Scott Vanderhoef as his running mate, will be the guest speaker at July’s Rockland Business Association General Membership Luncheon.
The lunch will take place July 20 at the Suffern Holiday Inn Hotel and Conference Center from 11:30am to 1:30pm. Faso, who is former minority leader of the New York Assembly, has run his campaign on a pro-business, tax-cutting platform.
"Next January I want to announce that New York is open for business," Faso said. "To do that, we need to change the regulatory structure, reduce the cost of health insurance and give employers a much deserved tax break."
Communication Director for Faso’s campaign John Hills said that at the July luncheon Faso will address workers compensation reform, healthcare reform, the notorious Scaffold and Wicks Laws and plans to cut property and business taxes.

Hills provided the RBA with the following specific issues and proposals on Faso’s agenda, which he will address in his speech –
Elements of the Faso Plan:
1. Workers Compensation Reform
- Place a cap on the duration of permanent-partial disability awards at 500 weeks
- Require offsets for pension and disability benefits
- Adopt objective medical guidelines in statute
- Raise the maximum weekly benefit for injured workers
"New York employers pay the second highest workers compensation costs in the nation, while benefits for injured workers haven’t been increased since 1992," Faso said. "If we enact mainstream, meaningful reforms that cut costs, we’ll be able to provide a better benefit."
2. Regulatory and Tort Reform Measures
- Repeal the "strict liability" provisions in the "scaffold law," Sections 240 and 241 of the Labor Law

- Place a 10-year time limit within which product-liability suits can be filed against manufacturers
"Our state’s one-of-a-kind scaffold law adds millions in expenses to the construction industry and as much as $10,000 to the price of a new home," Faso said. "Companies glance at a law like that and automatically write off New York as a place to do business."
3. Reducing the Cost of Health Insurance
- Remove taxes on health insurance
- Require studies that determine the cost of new health insurance mandates before lawmakers can vote them into law
- Reform statutory rules that restrict the availability of Healthcare Savings Accounts in New York State
"Any employer will tell you that the cost of health insurance presents a major obstacle to growth or even staying in business," Faso said. "We need to get a grip on the growing number of mandates and also be forward thinking and take advantage of opportunities like Healthcare Savings Accounts."
4. Business Tax Cuts
- Eliminate the Estate Tax
- Eliminate the corporate franchise tax on manufacturers, large and small
- Eliminate the ton-mile tax
"There is no question that high taxes undermine our state’s competitiveness," Faso said.
"As Governor, my first budget will include the reforms and spending restraint that will allow for broad-based tax cuts for individuals and businesses."
